Hiring Range: $44,553.60 - $56,587.44/Year. It is anticipated the hiring rate offered will be +/- the midpoint range depending on qualifications.

Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position is responsible for supporting the Engineering department in preparing, reviewing, and coordinating the department’s project and contract documents during the design, solicitation and construction phases of the PCCA’s capital and maintenance programs, maintaining the proper records for projects, and providing administrative support to the department under the general supervision of the Chief of Program Management & Delivery.  

ESSENTIAL FUNCTIONS

  • Coordinates, develops and monitors solicitation, contracts and amendment documents for execution and manages the flow of documentation through project development phases and finalization of project close-out
  • Works with the Port’s Risk Management and Procurement Departments to ensure conformity with departmental standards and procedures
  • Assists with processing bid documents, addenda and other related items to the contract documents
  • Assists the project engineers and project managers in the preparation and processing of all change orders and other project related documents and correspondence
  • Maintains and monitors documents and files for bids/proposals, quotes and contracts to include relevant data pertaining to the due dates, expirations, extensions, contractual milestones and/or change orders
  • Assists in the development and coordination of Request for Qualifications (RFQ) and Request for Proposals (RFP) and Competitive Sealed Proposals (CSP)
  • Assists in the development, revision, and implementation of administrative systems and procedures
  • Provides administrative support to include initiating, preparing and proofreading of memos, letters, reports and other documents
  • Prepares and monitors the Department’s Master Service Agreements, Service Orders and Professional Service Contracts
  • Organizes and assists project engineers and managers with closing out project files
  • Supports other Engineering Administrative staff as needed to meet specific deadlines and other administrative staff are out of the office
  • Adheres to Port policy and maintains good employee relations
  • Performs related duties as assigned
  • Works as necessary to complete tasks and fulfill position objectives
  • CPR certified or the ability to become CPR certified within the first year of employment
  • Tier 3 status designation 
CANDIDATE PROFILE
The preferred candidate for this position should be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity in support of the PCCA. They must possess the following:

EDUCATION & CREDENTIALS
  • High school diploma or equivalent
  • Minimum two years formal education from an accredited college or university preferred 
  • Minimum three years of experience working in an engineering or construction organization preparing and processing specifications and contract documents preferred
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment 
  • Valid driver’s license
EXPERIENCE & JOB KNOWLEDGE
  • Knowledge of engineering specifications and contract documents preferred but not required
TECHNICAL SKILLS
  • Highly organized and detail-oriented with strong analytical skills 
  • Ability to prioritize multiple simultaneous deadlines
  • Ability to write technical letters, memos, specifications and prepare related presentations
  • Proficient in basic administrative skills and in reviewing and editing technical documents for diverse engineering and construction projects
  • Proficiency in MS Office, including Word, Excel, PowerPoint, Outlook and other related applications
  • Demonstrates proficiency of the English language and advanced administrative skills 
  • Ability to understand and apply a wide diversity of contractual issues including bonding, insurance, liability, taxes, etc. 
  • Ability of handling full workload with deadline driven environment
  • Ability to understand, interpret, and apply all PCCA policies, promotes and adheres to the SEAPORT values, state/federal laws 
  • Maintain good employee relations and encourages and fosters a helpful environment where teamwork prevails. Assists senior management and office staff where appropriate
ESSENTIAL PHYSICAL JOB FUNCTIONS
  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation 
  • Ability to work in a general office environment, and on a work site with exposure to adverse weather conditions, fumes and /or air particulates, working in high precarious places, risk of electrical shock and moving mechanical parts, moderate noise levels and working at heights, ability to wear personnel protective equipment, including hard hat, steel toed footwear, eye and hearing protection when performing work functions
  • Communicating verbally, in writing and over devices such as phones and mobile phones
  • Ability to operate mechanical and electrical equipment and light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
